Deependra Singh Bisen, Deputy Director General of Shipping, Directorate General of Maritime Administration (DGMA), Ministry of Ports, Shipping and Waterways, Government of India, is a senior maritime administrator and maritime law professional with over 24 years of experience in public administration, maritime governance, policy, legal affairs and international cooperation.

An alumnus of the International Maritime Law Institute (IMLI), Malta, where he earned an LL.M. in International Maritime Law, Shri Bisen oversees key portfolios including International Cooperation, Personnel, Vigilance, Chief Information Security Officer (CISO) and Training.

His expertise spans maritime governance, digital transformation, cybersecurity, information security, maritime training and implementation of international maritime standards, including the STCW Convention.
